BACKGROUND

Chuck is the lead training organizer for W.E.S.T. and representative to the nonprofit organizations that cooperate with the Company.

Chuck is one of  the W.E.S.T. engineers and project managers and he brings to WEST the capability of providing clients effective  budget and operational planning.  Chuck is an important part  the W.E.S.T. capability in assisting clients in the planning and organizing projects. He has been involved with key design and management  positions in private and government operations with additional experience in land and water transportation activities.

SELECTED EXPERIENCE

As Chief Engineer/Director of Engineering, Chuck has been responsible for the oversight of a $15 million annual capital budget and a $4 million operating budget for the ongoing operation of port facilities owned by the Commonwealth of Pennsylvania.

•    As an  Engineer Chuck has worked with the  major Children’s Hospital in  Uganda, and Kenya, East Africa and he coordinated with Government Officials to facilitate the equipping and operation of the children’s hospital.

•    As responsible Design Engineer he was challenged with the supervising department personnel that were  developing plans, specifications and cost estimates for the construction and rehabilitation of port facilities.  Chuck provided oversight  of consultants and contractors and was responsible for  conducting negotiations with governmental entities to ensure compliance with applicable regulations'

•   As a   Civil Engineer Chuck was responsible for the preparation of plans and specifications for subdivisions, highway improvements and private property development.  He represented clients before Township Planning/Zoning Boards, State and local officials.

•    In the Public Improvements department: of a local railroad operation  Chuck was the Senior Civil Engineer for the railroad and managed  the details in connection with proposed construction projects involving and affecting the railroad.
