BACKGROUND

Bill is experienced in project and budget development. He has participated in plant process systems installation and industrial, commercial and residential facilities construction operations. Functioning as a project and construction manager for a number of clients, including pharmaceutical, food basic research laboratories and chemical industries for a number of years he has concluded the various projects on time and under budget with a superior safety record.
Bill has completed a number of forensic studies involving construction related issues for industrial, commercial and residential facilities and buildings and systems.  He has participated in litigation as an expert witness for the clients.

SELECTED EXPERIENCE

Served as project leader for residential community development, construction and worker training for homes in Niac, Philippines.
Served as co-leader for residential community development and home construction in Geroka, Papua New Guinea.
Designed and served as project leader for the construction of a 22,000 sq feet meeting facility in Lamentin, Haiti.
Served as Construction Manager for the internal retrofit and facilities upgrade, insulated panel installation and steel framing or the installation of a 300,000 square feet Cocoa production plant.
Served as On-Site Project Manager for major plant relocation for a major food corporation. Coordinated and provided direction of all work and progress of the contractors on the project. The project included relocation of 14 packing lines, installation of contained packing lines containing allergens and facility renovation. Managed the construction process to facilitate timely completion of the work.
Participated in Construction Management of laboratory and office construction, renovation, installation and additions as well as underground fuel tank replacements.
Participated as Construction Manager involving renovation of several major corporate offices averaging $2.1 million. Work included the coordination of multiple prime contracts, cost control and fast-track on-time scheduling.
Designed and constructed chemical and food research laboratories, food processing facilities including equipment layout, clean room environments, cold environment laboratories, cold and freezer storage facilities.
Inspected and prepared forensic study reports, including repair cost projections for residential buildings.
Participated in court proceedings as expert witness for determination of damages related to forensic residential studies.
